EEC Approves Contract Revision for High-Speed Rail Linking Three Airports, Construction Set to Begin in April 2025

“The Eastern Economic Corridor (EEC) Board has approved the contract amendment for the high-speed rail project connecting Thailand’s three major airports. Moving forward, the State Railway of Thailand (SRT) and its private sector partners will negotiate the revised contract draft, which will then be submitted for review by the Contract Administration Committee, the Oversight Committee, and the Office of the Attorney General. Once the legal review is complete, SRT will present the final version to the EEC Office (EECO) before seeking approval from the EEC Policy Committee and the Cabinet. The signing of the amended contract is expected by April 2025, allowing construction to commence immediately.”

Mr. Chula Sukmanop, Secretary-General of the EECO, stated that the EEC Policy Committee, chaired by Deputy Prime Minister and Finance Minister Pichai Chunhavajira, acknowledged the progress in the contract amendment process. He emphasized that the revisions remain consistent with the original principles of the public-private partnership (PPP) agreement.

In addition to approving the contract revision, the committee has also approved an expansion of the Eastern Aviation City special promotion zone by approximately 714 rai (about 114 hectares). This land, currently under the supervision of the Royal Thai Navy, will support the construction of the second runway and has been redesigned to avoid flight obstacles in the northern area (Khao Krok Tabak).

Furthermore, the committee has endorsed modifications to the land-use objectives in the Eastern Economic Corridor of Innovation (EECi). The revised plan expands the project’s scope from prototype development to full-scale commercial production and continuous application in key industries. These include next-generation automotive manufacturing with low-emission technology, smart electronics, and bio-agriculture industries, aligning with Thailand’s long-term economic and innovation strategies.
